SYARAT-SYARAT BAGI KEPUTUSAN UTUSAN SENIOR HDC MENGENAI SANGSI

INTRODUCTION
PENGANTAR

1. There are occasions when the Senior Envoys of both parties are unable to make a collective decision on the outcome of certain investigation. When this occurs and the HDC Senior Envoy is authorised to make a decision on their behalf, these are terms and conditions must be agreed to by both parties before the decision can be announced.

Ada saatnya Utusan Senior dari kedua pihak tidak dapat membuat keputusan kolektif mengenai hasil investigasi tertentu. Bila hal ini terjadi dan utusan senior HDC berwewenang untuk membuat keputusan atas nama mereka. utusan senior diberikan wewenang untuk membuat keputusan atas nama mereka, syarat-syarat ini harus disetujui oleh kedua pihak sebelum keputusan ini dapat diumumkan.

CONDITIONS SYARAT-SYARAT

2. The final verdict of the HDC Senior Envoy must be fully accepted and openly supported by both parties without argument and without further comment.

Keputusan akhir dari utusan senior HDC harus sepenuhnya diterima dan secara terbuka didukung oleh kedua belah pihak dan tanpa komentar lanjutan.

3. Both parties must not reject the HDC Senior Envoy decision nor express negative reaction to it, either within the JSC, in public or in the press. The support given to the decision must, at all times be complete, wholehearted and without question. But the parties may express certain bases of their consideration on their own responsibility.

Kedua pihak tidak boleh menolak keputusan Utusan Senior HDC dan juga tidak boleh menunjukkan reaksi negative terhadap hal tersebut, baik dalam lingkungan JSC atau di khalayak umum atau didepan pers. Dukungan harus diberikan terhadap keputusan tersebut dengan sempurna, dengan sepenuh hati dan tanpa ada pertanyaan. Tetapi para pihak boleh mengungkapkan alasan-alasan tertentu atas tanggungjawab masing-masing pihak itu sendiri.

4. Both parties must be responsible for carrying out the commitments on the agreed sanctions and accept the consequences accordingly and must ensure that similar incidents will not happen again in the future.

Kedua belah pihak harus bertanggung-jawab bagi pelaksanaan keputusan mengenai sangsi yang telah disetujui dan menerima konsekwensinya dan harus menjamin bahwa insiden yang sama tidak akan terjadi lagi di masa mendatang.
