1. In preparation
for the implementation of Peace Zone in Indrapuri,
Great Aceh, on 25 January 2003, there is a need to
carefully study the proposed activities to insure its
successful launching. In reference to the document
“DESIGNATION OF PEACE ZONES” signed and approved 18
January 2003, it is on the assumption of the
preparation that the whole Indrapuri, Great Aceh area
is a peace zone area.
2. The following activities are to be
undertaken on respective dates as shown:
21 January 2003- (Tuesday) Organization and
Training of TMT Activities:
a. Special training program for TMT re
implementing guidelines (Refer to the “Agreement on
Activities within Peace Zones”) for a peace zone.
b. Identification of gray areas &
discussion/resolution of possible problems
22 January 2003- (Wednesday) Preparation of
Logistics Activities:
a. Reconnaisance by Richard Leach to Indrapuri.
b. Preparation of TMT logistical requirements.
c. Preparation of information leaflets and
markers informing the community of the designation of
such peace zone. Examples of semi-permanent
markers/billboards include but not limited to the
following:
i. “YOU ARE ENTERING A PEACE ZONE, PLEASE
OBSERVE GUIDELINES.” (Refer to the “Agreement on
Activities within Peace Zones”)
ii. “YOU ARE LEAVING A PEACE ZONE, THANK
YOU FOR YOUR COOPERATION.”
iii. “NO WEAPONS ALLOWED INSIDE THE PEACE
ZONE.”
23 January 2003- (Thursday) Deployment and movement
of TMT to Indrapuri, Great Aceh and TMT coordination
with concerned officials of Indrapuri, Great Aceh/identification
of boundaries of peace zone.
Activities:
a. Movement of TMT to the area
b. TMT Coordination and liaising with TNI/Brimob
and also with the leadership of GAm in the field
together with JSC and International Monitoring Team
separately in the area, Local Police, Local Officials
of Indrapuri, Great Aceh. Activity starts 0900hrs at
the Camat Indrapuri office and to be attended by the
following personalities:
i. Great Aceh TMT
ii. Camat Indrapuri
iii. Camat Montasik
iv. Camat Seulimum
v. Kapolsek
vi. Danramil
vii. Boundary Village Heads
c. Walk-thru and marking/identifications of
boundaries (concentrate on MSR’s and Population
Centers)
d. Aerial recon (if available) to take aerial
pictures of inaccessible areas especially near the
boundaries with adjacent Kecamatans.
24 January 2003- (Friday) Public information of the
launching of peace zone/final coordination and
preparation of activities.
Activities:
a. PIU to announce thru print media, TV and
radio, the launching of the Peace Zone activities in
Indrapuri, Great Aceh.
b. On-site preparation of launch site
c. Security preparations at the launch site in
coordination with the POLRI
25 January 2003- (Saturday) Public launching of
Indrapuri, Great Aceh as a peace zone area.
Activities:
a. Actual ‘Peace Zone” program launching
b. Media coverage and press conference/release
c. Actual placing of semi-permanent
markers/billboards
d. Public consultation with local villagers on
reaction of the idea of a peace zone
3. Task for TMTs:
a. Great Aceh TMT:
i. Provide one (1) TMT to monitor
activity within the Peace Zone.
ii. Coordinate all movements to and
within Peace Zone through Great Aceh Headquarters and
Operations Room.
iii. Identify Peace Zone boundaries through
coordination with both parties.
b. Verification TMT- be prepared to provide the
monitoring capability in Great Aceh
4. Task to concerned departments:
a. Training Cell- to conduct special training
to the designated TMT as per para 2.
b. Information Committee, JSC- assist on the
training of the TMT
c. SRSA- provide logistics requirements
and prepare semi-permanent markers/billboards to be
ready before 25 January 2003.
d. Transport Department- provide transport
requirements of the activity
e. PIU- prepare information leaflets and
coordinate for public announcement & media coverage of
the activity.
f. Operations Cell- prepare the program of
activity and supervise the over-all execution of the
activity
5. All concerned departments are enjoined to
actively participate for the success of the activity. |

RECOMMENDATIONS ON THE ESTABLISHMENT OF A PEACE
ZONE IN INDRAPURI, GREAT ACEH:
1. Considering that the area is very vast, 2
TMTs should initially cover the strict implementation
of the guidelines for the peace zone. The need for
such number of TMTs should gradually adjust depending
on the necessity of the situation.
2. Critical to the success of a peace zone is
having a defined and accurate boundary for
establishment of billboards/signs, and patrols; hence,
exact boundaries especially near adjacent Kecamatans
should be properly identified and marked through GPS
(global positioning system).
3. Random helicopter patrols (if available)
should be undertaken to have ocular check on areas not
accessible to foot patrols. |
