Faith in dialogue
We recognize the intrinsic value of dialogue
with its respect for individuals and their
different views. We believe that dialogue
about humanitarian issues can unite the
divided, create a common vision and build
trust between people. It is our firm belief
that dialogue can also lead to the discovery
and acceptance of a peaceful means of
resolving dispute.
Strength in partnership
We consider partnership to be an essential
element in the promotion of humanitarian
principles. It is the concerted action of all
those whose acts or omissions may have a
direct or indirect effect upon the outbreak of
conflict, its conduct and its consequences
that is required to mitigate the negative
impact of conflict. We encourage a partnership
that includes not just diplomats and
government leaders, but also humanitarian
organizations, academics, business people,
human rights activists, development managers,
as well as armed and non-armed opposition
groups.
Commitment to a transformation of values
We maintain that responsible humanitarian
action cannot be negative, but must take the
form of a series of actions, which, over time,
transform values and public opinion. It is
only when humanitarian action imposes itself
during periods of peace as well as during
conflict that disputing parties may discover
alternatives to taking up arms.
Dedication to a common understanding
We believe that parties to a conflict can
reach a common understanding on the basis of a
situation analysis that is accurate and, at
the same time, practical in its identification
of actions to avert or resolve the conflict
and contain its humanitarian consequences. We
believe such an understanding is the first
step towards creating a viable alternative to
conflict as a means of resolving differences. |
