Recovery Coordinator for Aceh and Nias (UNORC)

This report is based on information received from
local government authorities, UN/NGO teams in relevant
locations and media reporting.
General Situation
1. Satya Tripathi, UN Recovery Coordinator for Aceh
and Nias a.i., visited Aceh Tamiang and Bener Meriah
districts this past week, meeting with government
officials and NGOs to discuss issues related to the
flood response. He also met with the Regent of North
Aceh in Lhokseumawe on Monday. The Regent conveyed his
appreciation of the Joint Assessment Team’s report,
and of UN and NGO efforts in the flood response. He
also hoped that UN agencies and NGOs will continue
with their activities for the
early recovery phase, such as in the livelihood sector
(provision of seeds and tools), provision of temporary
shelter, and watsan sector. The Regent also emphasized
that despite differences in aid priorities for each of
the different flood affected regions, education and
health are critical concerns for all affected areas.
2. On January 16, a meeting was held in Banda Aceh
attended by Mustaf Abubakar, Governor of NAD, M. Teuku
Pribadi, Regent of North Aceh District and the
Coordinator for the Flood Response, regents of
flood-affected districts, heads of Provincial
Government departments, a representative of BRR, the
UN Recovery Coordinator for Aceh and Nias a.i, and the
Head of UNORC Field Office in Lhokseumawe. The
Governor expressed the Government’s appreciation to
the UN and NGOs for their efforts in flood recovery.
In addition, the Governor stated that the emergency
phase has officially ended. Satkorlak I in Lhokseumawe
has been disbanded as of January 17, 2007.
3. On January 18, 2007, approximately 100 people
representing IDPs in Aceh Tamiang protested in front
of the District Parliament House in Kuala Simpang. The
protestors met with members of Parliament and a
representative from Satlak Aceh Tamiang, and shared
the following requests: That the national government
take over IDP and relief aid management in Aceh
Tamiang, that the district government respond to IDP
needs and requests in a more proactive fashion, that
standard-quality latrines be built at IDP camps, that
the government, through BRR, begin housing
reconstruction for IDPs, and that the UN and
international NGOs continue support for flood victims
in Aceh Tamiang.
Aceh Tamiang and Aceh Timur
1. Needs:
Provision of earth-moving equipment such as graders,
dump trucks, and loaders, is needed to support
clean-up and repair of infrastructure in 4
subdistricts. The local government is ready to provide
operational costs.
The Sekda of Aceh Tamiang reported that 12 traditional
markets in Aceh Tamiang have been badly affected by
floods, and are in urgent need of repair.
2. Indosat IM2 and Air Putih have agreed to provide
internet access for one more month in Kuala Simpang,
to support the humanitarian organizations in Aceh
Tamiang. UNORC is currently negotiating with IM2 to
bring internet access to the PDAM compound, the
location of the UN Joint Flood Response Center.
3. IOM trucks have distributed 50.2 MT of aid from
NGOs and the government to distribution points in Aceh
Tamiang’s subdistricts.
4. WFP has begun the second round of food distribution
in Aceh Tamiang, targeting 188,000 flood affected
people with a two-week ration of fortified noodles and
rice. 5. French NGO Comite d'aide Medicale conducted
an assessment in various villages of Tamiang Hulu
subdistrict, Aceh Tamiang. They found that Babo and
Rantau Bintang villages have been very badly affected,
and the population is now planning to relocate to the
highlands.
6. Local NGO Ibu for Aceh has installed 2 water
bladders in Tenggulun Subdistrict in collaboration
with GAA, and also distributed 15 household kits in
Bandar Pusaka Sub district.
7. CWS has distributed baby kits, hygiene kits and
school kits.
Water and Sanitation:
8. PDAM is supplying 439 cubic liters of water to IDPs.
26 water trucks are tankering water in Aceh Tamiang
(provided by PDAM and NGOs). PDAM has also requested
40 metric tons of aluminum sulphate from UNICEF for
water purification.
9. IOM has allocated 5 trucks to support water
trucking.
10. GAA has distributed a total of 570,000 liters of
water in subdistricts of Aceh Tamiang.
11. UNICEF is currently establishing a new watsan
matrix to help PDAM monitor information and manage
water distribution. It is hoped that all NGOs involved
in water and sanitation can contribute to this matrix.
12. On 15 January 2007, a total of 250 UNICEF latrine
slabs arrived in Aceh Tamiang. 50 units will be
donated to OXFAM and 100 units to CWS. Organizations
interested in using these slabs may contact UNICEF at
the UN Joint Flood Response Center in Tamiang.
13. CWS has installed water bladders in 7 sites in
collaboration with PDAM, and is distributing water at
6 sites. In Bandar Pusaka Subdistrict, CWS is cleaning
4 wells from a planned total of 10 in Rantau Bintang
village.
14. Oxfam has started water trucking in 7 villages in
Rantau subdistrict, and will continue water trucking
in IDP camps for another month. They have also
distributed 318 cooking sets and 957 units of
disinfectant, and installed 4 emergency communal
latrines.
15. International NGO CHF has arrived in Kuala Simpang,
and is currently working on well cleaning in Banda
Mulia subdistrict, together with local NGO PPMI. 16.
The Aceh Tamiang watsan working group has agreed to
optimize well cleaning and decrease water trucking, as
the latter is expensive and well cleaning is more of a
long-term effort.
Central Highlands (Gayo Lues, Bener Meriah, Aceh
Tengah)
1. Logistics:
On 14 January, 600 kg of rice were distributed by
motorcycle to Amor village in Syiah Utama subdistrict.
On January 17, the IOM in collaboration with Satlak
and local NGO Lembaga Bura distributed 2.2 tons of
rice, 26 boxes of salt, and 23 sacks of sugar to Rusip
village in Syiah Utama subdistrict, Bener Meriah, by
truck and motorbike. In addition, 1.1 tons of rice was
distributed by 2 Bakornas helicopters to Samar Kilang
village in Syiah Utama subdistrict, Bener Meriah.
On January 18, in collaboration with Satlak, IOM
distributed 4 tons of rice and sugar to Samar Kilang
on using Bakornas helicopters. 8 tons of rice was also
distributed by land through Lembaga Bura, in
collaboration with IOM and Satlak.
Today, January 19, there will be distribution by
helicopter of 5 tons’ rice and sugar to Samar Kilang.
At a coordination meeting on January 13, the elected
Regent, Mr. Tagore, stated that Bakongan village in
Permata subdistrict, Bener Meriah is in need of
assistance. NGO Budha Tzu Chi, IOM, and Satlak agreed
to send rice from Budha Tzu Chi to Bakongan
immediately.
On January 14, UNORC, the elected Regent, IOM, PMI and
Budha Tzu Chi visited Bakongan village, bringing 130
sacks of rice (20 kg each) from Budha Tzu Chi, 42
blankets, 42 tarpaulins, 45 hygiene kits, and 45 food
parcels for distribution. The roads were mostly in
good condition. One bridge in Kanis that broke during
the flood is now passable by car or truck. However,
another bridge that leads to the village, and is
located close to the distribution point for aid, can
only be passed by motor bike.
Needs: Bakongan is in still need of food aid, a
healthcare facility (pustu) or regular visits from a
trained healthcare worker, clean water and toilet
facilities, as well as tools for farming (i.e. hoes,
seeds).
2. Obor Berkat Indonesia has arrived in Aceh Tengah
and Takengon, Bener Meriah, and are now conducting an
medical assessment in Samar Kilang, bringing 2
doctors, 1 nurse, and medicines.
3. ChildFund will conduct a field assessment this
Friday, and they also plan to distribute school
uniforms, pens, and sarongs to villages in Permata
subdistrict, Bener Meriah.
4. Cordaid has informed the UN that they have jerry
cans, family kits, and blankets to be distributed in
Permata Subdistrict.
