ANNOUNCEMENT
Number 01/V/PDMD-NAD/2003
1. Based on Presidential Decree #28 Year 2003
dated 19th May 2003 declaring all of Aceh province
in a state of Military Emergency;
2. Connected with the abovementioned, it is hereby
declared to all elements of society in Aceh that:
a) Starting from 0.00 hours 19th May 2003 all of
Aceh province is declared under a state of
Military Emergency for a period of six months
unless extended by Presidential decree.
b) while in a State of Military Emergency,
Military Emergency Authority for the province of
Aceh will be exercised by the Commander of
Iskandar Muda Territorial Military Command
(KODAM Iskandar Muda), assisted by a body composed
of:
1) the governor of Aceh province
2) the Aceh region police chief
3) the Aceh provincial attorney general.
c) while in a State of Military Emergency, Law No.
23/PRP/1959 concerning States of Emergency and
other connected administrative determinations will
apply.
d) The Regional Military Emergency Authority calls
on:
1) the people
a) to continue their daily activities as normal.
There is no need for concern or panic as this
state of Military emergency is in fact to protect
the people.
b) to assist the combined security operation under
the leadership of the Regional Emergency Authority
to the best of their ability.
2) the GAM rebels to immediately surrender
themselves with their weapons
3) regional government officials, military and
police personnel to carry out their work in
supporting the combined security operation under
the leadership of the Regional military emergency
Authority.
