ACTIVITIES WITHIN PEACE ZONE 17 JANUARY, 2003
PERSETUJUAN TENTANG KEGIATAN DI DALAM ZONA DAMAI 17

1. |
Point 2 : |
|
|
Both Parties agree not to establish new instalation or
military posts within demiliterized zone, permanent
structures will not be included within this agreement,
however non-permanent posts and bases are subject to
Point 6; relocation. |

Point 2 : |
|
|
Kedua pihak setuju untuk
tidak membangun instalasi baru atau post post militer
di dalam zona-zona demilitarisasi, struktur-struktur
permanen tidak termasuk di dalam persetujuan ini,
namun post-post dan markas-markas yang tidak permanen
diatur didalam point 6; relokasi.

2. |
Point 4 : |
|
|
TNI/ BRIMOB troops or
GAM members are ‘recognised units or groups of
individuals from either TNI/ BRIMOB or GAM’. Point 4
does not affect unarmed TNI/ BRIMOB and GAM members
(as members of society) who enter the Peace zone, as
stipulated in Point 3. |

Point 4 : |
|
TNI/BRIMOB atau
anggota-anggota GAM adalah unit-unit yang dikenal atau
kelompok-kelompok individu baik dari TNI/BRIMOB atau
GAM. Point 4 tidak memberi pengaruh kepada TNI/BRIMOB
dan anggota-anggota GAM (sebagai anggota-anggota
masyarakat) yang memasuki Zona Damai tersebut,
sebagaimana ditetapkan di dalam point 3. |

Point 6 : |
|
|
In agreeing on Point 6
the Senior Envoy Committee accepted that relocation of
posts must be considered on a case-by-case basis. The
final authority was delegated to the JSC Tripartite
Monitoring Team. The authority to impose relocatioon
must only be used following a process of consultation
and attempts at reaching an agreed upon solution by
both parties on the ground. |

The purpose of
relocation must be as stipulated within the COHA
Artile 4b: |
|
|
|
“Adjustments to these
locations could be made by the JSC in order to
seperate the forces of both parties with sufficient
distance to avoid contact or confrontation” |
|
|
|
Point 6 : |
|
Di dalam memberi
persetujuan untuk point 6 Komite Senior Envoy telah
menerima bahwa pemindahan post-post harus
dipertimbangkan atas dasar kasus per kasus.
Kewengangan akhir (final) didelegasikan kepada Team
Monitoring Tripartite JSC. Kewenangan untuk menetapkan
pemindahan harus digunakan hanya setelah proses
konsultasi dan usaha-usaha untuk mencapai suatu
persetujuan atas solusi oleh kedua pihak di lapangan. |

Tujuan dari pemindahan
haruslah seperti yang ditetapkan didalam COHA Pasal 4b
: |
|
|
|
“Penyesuaian-penyesuaian
terhadap lokasi-lokasi dapat dilakukan oleh JSC dalam
rangka untuk memisahkan pasukan-pasukan dari kedua
pihak dengan jarak yang cukup untuk menghindari kontak
atau konfrontasi” |

Point 7 : |
|
|
The intent of Point 7
was ensure that both Parties maintained the right to
utilise main roads.
Forces of both Parties passing through Peace Zones, on
the main road, when entering the boundary of the Peace
Zone “must adjust their weapons from public view”.

Point 7 : |
|
Tujuan dari poin 7
adalah untuk menjamin bahwa kedua pihak tetap berhak
untuk memakai jalan-jalan raya. Pasukan-pasukan dari
kedua pihak yang melewati Zona-zona Damai, di jalan
raya, pada saat akan melintasi perbatasan Zona Damai
tersebut “harus menyesuaikan senjata-senjata mereka
agar tidak terlihat oleh pandangan umum”. |
